Support for small business
Rachel Payne MP asked the Minister for Small Business if the government will commit to continued funding for the Partners in Wellbeing program. Partners in Wellbeing is an initiative which has been supporting small businesses since the pandemic but is set to cease in 2025.

After recently attending a production by Somebody’s Daughter Theatre Company exploring intersectional themes surrounding identity, Rachel advocated in parliament for ongoing funding for such community arts programs.

Safeguard Lysterfield Park’s native biodiversity
On behalf of a constituent, Rachel Payne MP called for increased government funding to eradicate invasive boneseed in Lysterfield Park. Boneseed is a non-native, rapidly spreading plant that outcompetes native species, reducing the natural biodiversity of bushland.
Equal access to sanitary disposal
Rachel Payne MP presented her adjournment matter to the Minister for Health, highlighting the need for sanitary disposal in all public bathrooms for those who experience incontinence and/or menstruation.
Assisted Reproductive Treatment – Surrogacy legislation
Rachel Payne MP directed a question on notice to the Attorney-General, relating to Assisted Reproductive Treatment legislation.
A final report was released in 2019 by Michael Gorton AM, providing recommendations to be implemented for the amendment and modernisation of laws regarding Assisted Reproductive Treatment.
Justice for survivors of non-institutional sexual assault
Rachel raised an adjournment matter to the Attorney-General regarding the Victorian Law Reform Commission’s 2021 report. Rachel questioned when recommendation 41 will be implemented, which would ensure justice system options for non-institutional sexual assault survivors.

LGBTIQA+ rights and Anti-vilification laws
Rachel Payne MP presented a question without notice to the Attorney-General, regarding the inclusion of LGBTIQA+ people in anti-vilification laws. Rachel asked what initiatives will be implemented to discourage hate speech targeting LGBTIQA+ individuals.
