Rachel made a contribution to the Entities Legislation Amendment (Consolidation and Other Matters) Bill 2025.

Rachel spoke on a petition tabled by her Legalise Cannabis Victoria colleague, David Ettershank, member for Western Metropolitan. This petition called on the Minister for Planning to halt any progress toward a waste incinerator in Sunbury, citing concerns such as air pollution, impact on ecosystems and proximity to residential development.

Rachel asked a question to the Minister for Environment, requesting clarification on waste-to-energy caps and licences.

Rachel joined her fellow Legislative Council members in acknowledging the devastating impact of recent bushfires on Victorians and expressing gratitude to those who have volunteered and donated.

Rachel asked the government about waste-to-energy caps and the subsequent impact on Victoria’s Sustainability Fund.

Residents in South-East Melbourne face skyrocketing home insurance premiums, high flood- related excesses and are struggling to get insured as new housing developments are proposed on historical floodplains.

Rachel asked a question on behalf of a Cranbourne constituent. Rachel’s constituent raised concerns over the proposed redevelopment of the golf course into more than 1,000 new homes, due to its proximity to an active landfill and proposed waste transfer station site.

Rachel intended to speak on a petition opposing the rezoning of Rossdale Golf Course in Aspendale for housing development. While she did not get a chance to speak in the chamber, Rachel’s speech is published, below.

Harmful carcinogens, neurotoxins, PFAS and ultrafine particles are emitted by the hazardous waste landfill site on Taylor’s Road in Dandenong South, yet these emissions are not monitored by the EPA. Rachel asked for an expansion on the types of emissions which the EPA monitors, to ensure air quality for constituents in the vicinity of this site.

The proposed rezoning of Rossdale Golf Course for residential purposes has caused community unrest due to environmental concerns and a lack of community input. On behalf of a constituent, Rachel asked for assurance that thorough environmental assessments will be completed before greenlighting any development.
