While Rachel agreed upon the temporary measure to support Victoria Police at a time of police shortage, she reiterated several long-term solutions that would free up police time and resources.

Rachel spoke on a motion by Legalise Cannabis Victoria. The motion was a response to the Labor government’s continued criminalisation of cannabis. Rachel urged the Victorian Labor government to reconsider its position on cannabis decriminalisation, noting previous endorsement by Victorian Labor Members.

Rachel called on the Minister for Police to decriminalise cannabis. Violent crimes have taken precedence in allocation of police resources. However, cannabis arrests are still occurring, with Aboriginal and Torres Strait Islander people statistically overrepresented. Decriminalisation would ensure that police resources can be prioritised where they are most needed.

Rachel presented a member’s statement on her attendance to the 2025 David Penington Oration. This year’s oration was presented by former Magistrate of the Victorian Drug court, Tony Parsons.

Rachel asked if the Government will respond to recommendations from the Inquiry into the Regulation of Personal Adult Use of Cannabis Bill 2023, before the September deadline.

Rachel Payne gave a Notice of Motion about the ongoing criminalisation of Victorians who consume cannabis.

Prohibition of cannabis is failed policy, with more than one third of Victorian adults having accessed cannabis. The time has come for a safer health-centered approach to cannabis, which is why leading economies around the world are moving to legalise adult cannabis consumption.

Rachel Payne spoke to present for the second reading the Drugs, Poisons and Controlled Substances Amendment Regulation of Personal Adult Use of Cannabis) Bill 2023 before its final third reading at debate later this term.

Rachel raises an adjournment matter to the Treasurer asking him to consider the financial benefits of regulating cannabis in Victoria.
