Rachel voted against the government’s Outdoor Recreation Victoria Bill 2026 and supported a motion to refer the legislation to a bill review.

Rachel spoke on the government’s Justice Legislation Further Amendment (Miscellaneous) Bill 2025. This bill extends the operation of the County Court Drug and Alcohol Treatment Court, improves the fines system in Victoria, and expands penalties for bestiality crimes.

Rachel spoke on the Domestic Animals Amendment (Rehoming Cats and Dogs and Other Matters) Bill 2025.

Tuesday the 12th of August was World Elephant Day. This is a day dedicated to the preservation and protection of these beautiful, endangered creatures. Rachel sponsors an Asian elephant named Jokia, who was rescued from cruelty and now resides at an elephant sanctuary in Chiang Mai, Thailand.

Rachel Payne MP contributed to a motion moved by Georgie Purcell of the Animal Justice Party Victoria. This motion called for greater reporting transparency and accountability by Victoria’s self-regulated greyhound racing industry, which continues to profit off the lives of its involuntary animal participants.
