I rise to speak on this motion to require the Mental Health and Wellbeing Commission (MHWC) to inquire into, consider and report on the status and outcomes of the implementation of the Royal Commission into the Victorian Mental Health System recommendations.

Rachel Payne MP presented a member’s statement on the launch of Justice Q, a free specialist legal service operated by and for LGBTIQA+ people. Launched in October of this year, Justice Q is an initiative of South-East Monash Legal Service (SMLS), with Rachel having served as a proud member of their steering committee.

Rachel Payne MP contributed to a motion moved by Georgie Purcell of the Animal Justice Party Victoria. This motion called for greater reporting transparency and accountability by Victoria’s self-regulated greyhound racing industry, which continues to profit off the lives of its involuntary animal participants.

Rachel Payne MP spoke in support of a community petition to quash the proposed development of a freight terminal in Little River’s ‘green wedge’ grasslands.
The Little River community passionately spoke out against the proposed terminal, bolstered by Rachel’s Legalise Cannabis colleague David Ettershank, leading to a positive outcome for the Little River community and its delicate ecosystem.

Rachel Payne MP made a contribution to the Health Legislation Amendment (Regulatory Reform) Bill 2024 on behalf of Legalise Cannabis Victoria. As someone who was donor-conceived, Rachel expressed her concerns around the proposed dissolution of the Victorian Assisted Reproductive Treatment Authority.

Rachel referred her Regulation of Personal Adult Use of Cannabis Bill 2023, to the Legal and Social Issues Committee for an inquiry.
