Rachel asked the Minister for Police a question on the illicit tobacco market.

RACHEL PAYNE — To ask the Minister for Corrections (for the Minister for Police): 

In relation to criminal gangs and conflicts in the illicit tobacco market in the last 12 months:

(1)  How many —

(a)  deaths have occurred; and

(b)  assaults have occurred.

(2)  What is the estimated value of the illicit tobacco market in Victoria.

(3)  What are the estimated costs of serious and organised crime in Victoria.

The final report of the Public Accounts and Estimates Committee inquiry on vaping and tobacco controls found that while the overall value of the tobacco market in Victoria for 2023 is estimated at $6.0 billion, the value and proportion of the illicit tobacco market is contested.
